Still in draft. The Private Rented Sector Database Regulations 2026 are a draft affirmative instrument laid before both Houses on 9 September 2026; a Government motion to approve was tabled in the Commons. The JCSI did not draw them to special attention (14 Oct); the Lords SLSC drew them to special attention as politically or legally important (20 Oct); motions to consider were tabled (Lords 20 Oct, Commons 21 Oct) and debates are due on 28 Oct 2026 (Commons Delegated Legislation Committee, Lords Grand Committee). As at 26 Oct 2026 they have not been approved or made. The deadline comes from government guidance and could change.
The fee
£65 per property per year, renewed annually. 'During the service rollout, the fee will be adjusted (pro-rated), so that those signing up first don't have to pay more.' The pro-rated amounts are not published.
If you don’t register
Once the rules are in force, councils will be able to fine landlords up to £7,000. The court cannot make a possession order while the landlord lacks active landlord and dwelling entries, except on Grounds 7A and 14 (new HA 1988 s.7(5ZC)). Not yet operative.
What you’ll need
Identity details; dwelling, tenancy and rent details; gas safety record; EICR expiry; EPC; any MEES exemption. For existing lets, Part 2 information is due within 28 days of creating the entry (EM para 5.9).
The landlord starts and finishes registration with a GOV.UK One Login. Agents or managers can upload some information, but the landlord stays responsible. Unoccupied properties need not be registered yet. Supported exempt accommodation is excluded.

Questions people ask
When does registration open in South East?
On 15 March 2027, according to the draft regulations. Landlords can register before their region opens. The deadline follows the property's location, not the landlord's address (Housing Hub).
What is the deadline in South East?
14 June 2027. When an area is called forward, landlords there have 'a three-month period to sign up' (gov.uk news release, 9 Sep 2026). Each published deadline is the region's opening date plus three months, minus one day.
How much does it cost?
Landlords pay an annual fee of £65 per property, renewed each year. During roll-out the fee is pro-rated 'so that those signing up first don't have to pay more'.
Which deadline applies if I own property in more than one region?
Each property follows the deadline for the area it is in, not where you live. Register each one by its own region’s deadline.
My postcode is near a council boundary. Which deadline applies?
A postcode resolves to one council and region; postcodes on council or England–Wales boundaries can contain properties in another area, while the PRS deadline follows the property's council area.
This is general information to help you understand the rules. It isn't tailored to your circumstances, so check your own position before acting on it.
